Two things have been said: 4K 60fps runs on a 5820K and 2 980's 1080p, 60fps, medium: runs on a i5-3570 and R9 270. So I am leaning towards GPU heavy but still needs a mid-range CPU. Sounds like the game is multithreaded well too. 5 Sareus • 9 yr. ago Recommended specs are for High graphic settings e1ghtSpace • 9 yr. ago
Because when playing heavy games, be it Red Dead Redemption 2, or Detroit Become Human, the GPU performs very well. But, when playing "older" video games, the performance is affected considerably, for example GTA V, the same developer as rockstar, this game in 1080p High graphics, does not go more than 70 fps, sometimes going down to 20.

Ya, most modern video cards are set to auto OC to about 85C unless fps is capped, reaches OC boundary or the card just cant handle any more.
We don't recommend running GTA V on a Core 2 Quad — a decade-old CPU by now. For half-decent frame rates, start with a Core i3 or i5 from the last 5-6 years, and a graphics card of the same era. Make sure your computer meets the above system requirements to run the game, then try other fixes below. How to Fix Lag and Stuttering in GTA 5
